Step-by-step Guide
Step 1: Make your pom-poms by wrapping yarn around your fingers or a pom-pom maker. Then cut and tie them tightly, then fluff and trim into round scoops.
Step 2: Cut cardstock into circles, then roll each into a cone shape.
You can secure with hot glue along the edge. Then draw criss-cross lines with a marker to mimic waffle cones if you’d like.
