A bit of pillow stuffing turns into a giant, puffy cloud. Blue felt transforms into dancing raindrops.
And that yellow raincoat you already have at home suddenly becomes the perfect costume base.

Materials Needed
- Large piece of cardboard or lightweight foam board (hat base, about 18-20” wide)
- Pillow stuffing or cotton batting (2-3 bags depending on how fluffy you want it)
- Hot glue gun and glue sticks
- Blue felt sheets (4-5, cut into raindrop shapes)
- Blue yarn or ribbon (2-3 rolls, different lengths)
- Yellow raincoat (child-size)
- Matching yellow rain boots
- Black leggings or pants
- Elastic straps or wide ribbon (to secure the cloud if it feels heavy)
Step-by-step Guide
Step 1: Start with the base. Cut your cardboard or foam board into a large oval, something wide enough to overhang your child’s shoulders.
This will be the sky that holds the cloud.
Step 2: Glue pillow stuffing or cotton batting to the top of the base in big, fluffy clumps.
Don’t worry about being perfect as clouds are messy and uneven in real life too, and that’s what makes this look so fun.
Step 3: Cut your blue felt into raindrop shapes. You should vary the sizes to make the rain feel more natural.
Step 4: Attach each raindrop to lengths of yarn or ribbon.
Also, keep the strings different lengths so the drops look like they’re falling at different times.
Step 5: Glue the strings underneath the cloud base, spacing them around the edges.
You’ll see the costume come alive the moment the strings dangle down, it’s like rainfall caught mid-shower.
Step 6: Dress your child in the raincoat and boots, then place the cloud hat on top.
If it feels wobbly, add elastic straps to keep it balanced and comfortable.
Tip:
A sprinkle of glitter or metallic thread tucked into the cotton makes the cloud shimmer like lightning in disguise.
