Paint each toilet paper roll in your chosen colors. Let them dry completely before decorating.
Use a smaller brush or white paint pen to add scales by drawing overlapping U-shaped lines.
Cut out tail fins and side fins from colored paper. Fringe the edges slightly to give them texture and movement.
Glue or staple the tail to one end of the roll, then attach the side fins near the middle.
Add eyes near the open edge of the roll. Draw small dots for pupils if using paper circles.
Outline the mouth with a different color paint or marker for definition.
