Paint the paper plate blue to create a winter sky background. Let it dry fully.
Cut a piece of corrugated cardboard into a tree branch shape and glue it near the bottom center of the plate.
Glue three cotton pads above the branch to form bird bodies.
Cut and decorate tiny paper hats using colorful craft paper; glue them on top of the birds’ heads.
Attach googly eyes and small triangle beaks to each bird’s face to bring them to life.
Pull apart cotton balls to form fluffy snow clouds and glue them around the edges of the plate.
