Take one cotton pad and fold it in half to create the angel’s body. Glue the bottom edges together to form a cone-like shape.
Use the second cotton pad for the wings. Then cut it in half and glue each half to the back of the cone, slightly fanning them out for shape.
Insert one end of a metallic pipe cleaner through the top of the cotton cone, bending it to create legs. Twist the top portion into a loop for the halo, leaving enough length to attach the head.
Glue the foam ball on top for the head, ensuring it sits snugly above the wings.
Add a small star or snowflake embellishment to the front as a finishing touch.
