Take several green pipe cleaners and wrap each one around a pencil to form tight curls. Once curled, glue them together in layers, forming a cone shape, wider at the base and tapering to the top.
Create the beard using white pipe cleaners. Curl them into loose spirals and glue them near the top front of the green cone. Then overlap the curls to give a thick, bushy effect that looks full and soft.
For the legs, twist two white pipe cleaners into firm strands and attach them to the underside of the gnome. You now add small red boots by wrapping short red pipe cleaners around the bottom ends and shaping them into square toes.
Form a cone shape and wrap it with alternating red and dark green pipe cleaners in a candy cane pattern. Then glue a white pom-pom to the tip and add small pearl beads for extra holiday sparkle.
Attach the hat just above the beard, leaving space for the red pom-pom nose in between.
